I am in the military and as most know, military bases aren't always in the best locations.

I think that the growth in Washington state and specifically in Seattle-Tacoma-Bellevue point to strong rental markets based on population growth in the past 5 years(8.54% growth 2010 to 2015). 

Based on the pictures you provided I would do the following, new granite counter tops, stainless steal appliance and three tone paint.

oil based enamel will leave a smoother finish than latex and it does not matter so much whether you roll it or brush it with an economy grade brush because it will level itself out better than latex

Based on my input criterion, my results suggested it'd be better to wait, but I'd encourage you to run some of the same numbers as your input variables will differ and could net you a different result. 

The appraiser went to the property, took pictures, found four comparable properties and did a valuation based on all the details from those properties.

@Tom Pignatello I have done it both ways and here are my overall thoughts based on my experience..... 

Just know that it would be horrendously low based on actual numbers.
