I think that the reality is this house can only earn so much whether it has a freshly painted kitchen or a $50,000 kitchen.

Unfortunately many agents working short sales and foreclosures (including those being certified in such areas by state sanctioned companies) are not really knowledgeable enough on the process to do basic research on such situations.

The flyer also says it has a new roof, remodeled kitchen, large shed, newer appliances and freshly painted interior.I found the 2010 purchase price and it was $199,000.

I agree, the objective of refurnishing every three years would be to keep the condo looking fresh, new, and desirable.

The idea that you need a "fresh note" that has not been worked is bunk. 

You can't go to Home Depot and just r/r one.So, if you're considering investing in a MH park, take any existing units and have them removed at COE and start fresh.  

In this order.Curb appeal, fresh paint, clean, well trimmed landscaping, but, try to avoid spending a ton on plants and flowers, etc.Wood(faux) floors(laminate or engineeered) less than $2 per sq for flooring and will be about and extra $2 per sq to install.

This was a freshly rehabbed property where the neither the leak nor resulting mold growth was obvious in a visible inspection. 

Everything is clean and fresh and fixed up when the new tenants see it.

I always paint though because the curb appeal of a fresh new paint job with a color that compliments the interior goes miles when reselling the house.
