The lots combined can be built into a 30+ condo/apartment complex + retail on the bottom with underground parking.. my thought was to get plans and sell with plans.

I also make a point to include everything in the rental, for example my condo includes hot water/heat.

Fractured condos can be problematic but I have a friend that does pretty well owning about 25% of the units in one complex.I would start by thinking of how you will operate this.
