If you do not know the ARV it is difficult to determine the proper purchase price that will allow you to eventually complete the Refi portion of the process. 

However, I was "cash poor" and I was not about to get hard money or partners to complete the work. 

We want to do a complete tear down and would be renting out a duplex for around $900/BR, most likely to college kids or lower middle/middle class workers in downtown Charleston, SC.

The place I'm looking at is currently at $166,000 and recently completely rehabbed.

That's not to say you can deliver proper notices through email or text...paper notice will always be better, but I would not completely write off emails or texts in extreme circumstances.
