As page 1 of the lease states- "This form lease is provided as a member service by the Chicago Association of REALTORS and is restricted to use only by MEMBERS of the Chicago Association of REALTORS and those who are party to a transaction facilitated by a Chicago Association of REALTORS member."

Usually this occurs on weekends after six pm and the companies they partner with are all charging emergency fees. i have had emergency services come for a thermostat that the vacationer couldn't figure out how to use. $200 for an hvac guy to say "turn the dial like this". 

Once you have this team in place, you should be able to invest in any market confidently.As for picking a specific market - I would go after one with an increasing job and population growth.
