If the water bill is $100 a month, increase the price by 20% (or whatever you decide is fair) to compensate you for the time required to split and bill and to cover additional use when tenants squander the utility.

There is a saying I heard, "If you don't train your tenants, your tenants will train you" and having me constantly chasing after him for what he has owed me, I realized he plays the victim role way too often, him being a compulsive liar, and manipulator.
