Single Water Meter on a duplex rental

Hello accredited investors,

I wanted to know if anyone had a solution if you have 2 rentals (SFH) on a lot and one water meter, gas or electric and don't want to pay to have separate meter installed and NOT pay for the tenants utilities. Does anyone know of an application, service or part that helps. This is located in Southern California has has been an ongoing issue for our owners and investors. Thank you all kindly for your ideas
