In the hood, the vandals and thieves don't need permission or access to enter.For the better properties I've never had a problem letting buyers enter.

This threat prompted the HOA to hire the services of a lawyer to inform the basement unit owner that it would be illegal to cap the pipe, and to let him know that the HOA does have permission to enter the basement unit to fix the leaky pipe.
