I don't think you'll find unrestricted but I don't know the market it just sounds like an absolute word from someone that doesn't understand what zoning and entitlements are and how you get permission to build multiple dwellings on one parcel.

@Stephen Sloane- In a legal sense, I can't think of anything else you need to do at this point. 

What do you think overall of such investment? 

You think it will take down rent fron near properties to MHP or create preference to MHP ? 

I am currently here for work and I am thinking about house hacking in the area.

It would definitely be a good read for anyone thinking about investing within the Johnstown area.
