All any of the respondents on this forum can do is make some very big assumptions based on the limited information you provided.  

I personally made the mistake of working with friends who provided contracting services for me and continually dismissed and ultimately gave them enough leash to hang myself on.

You might end up with less than your effort should provide, but that's the learning cost of the shaky deal.The bright side is that there seems to be several workable solutions, and the two of you are on good terms.

you can pull the trigger on the project by getting a construction loan that will refinance that will pay off the seller financing and provide 100% of the construction costs .

Gap funding, or providing down payment money for someone to purchase property with no capital of their own is way too risky for the return in almost all cases.  

But also if going directly to the organzation provides those policies, I thought some would offer this type of assistance or what I have read but never found.
