The code states that Caltrans must monitor the impacts of “fragmented gaps in the State Highway System” for safety and long-term maintenance issues.In 2009, Caltrans agreed to rebuild the washed out section, setting aside $32 million.

The Property Manager is recommending to at least fix safety issues.  

right now due to the various COVID ordinances,  unless they are committing acts that constitute a health or safety hazard I don't think there is anything you can do.

Just to add on...if you do set up separate parking agreements (or actually,even if you do not), you should also have a form to register their vehicle information for your records, so you know whose vehicle they are (should be owned by a household member), and ensure they have current tags, safety check (if required), and we specify they must be operable.

As has been said, License and Liability insurance (verify license status online at the State CSLB website)Most importantly for your safety, Worker's Comp insurance!

This is a safety hazard.
