I've also got a couple family members who are agents and one is becoming a broker in the Lake Tahoe area.

If you think it is, I'd attempt to explain to the interested heir that without a will, or a deed in his name, or a completed probate, his alleged interest is not worth much, but if the property is considerably more valuable than what is owed on the taxes, I'd offer him something.
