I would be a little weary of the potential liability of personally moving a tenants belongings if there was any damage to personal property. 

People under estimate the damage, because exposure presents no immediate symptoms and takes 15 to 35 years to show up as major illness.

All but two of the bedrooms have more of the insulated duct material blocking the entire vent a short distance before the air supply vents, with only a small hole cut out of them--probably 3" by 6" in the bedrooms, and down to about 2x5" in the bathrooms. 

You usually keep what's required to repair damages. 

We have had a crack in the stucco patched up in 2016, then major exterior work done in 2019 to our house (and our whole development due improperly installed windows, no drainage, rotting wood/stucco damage - builder fortunately paid after getting lawyers involved).

Need to go conventional with MANUFACTURED home (double wide after 1976) The county or city may restrict the type of foundation: pier, auger, blocks, concrete BUT it must be permanent.
