I applaud you for taking action :)I am not located in San Diego nor do I have any knowledge when it comes to that market.

All the time and effort that goes into sourcing training and working with subs is very time consuming.

Just want to make sure we take corrective action in a positive way.

Talk to whomever is going to do the work prior to taking action. 

With current rules I would be leery of adding a JADU as to recover the initial negative position often consumes years of cash flow.
