Maybe she will change her mind on debt, but if not, assess together what it is you want and figure out a strategy together that works for both of you. 

Will the assessed value come down to adjust to the purchase price?

Credit is excellent.1) Purchase of an investor Condo (Central NJ) , Purchase price $175k, 25% down.2) Cash-out refinance of 4 properties : 3 investor condos(Central NJ) - all assessed at $200k each , 1 single family home ( Poconos PA) - assessed at $235k .

Can't tell, haven't gone to the lot yet, in the assessment it still show up as a 1.5 story SFH with a basement, so that's odd, but if I can find some guys to do this for me can I say the "house" (or what's left of it, in this case, the basement) needs an addition? 

I am also trying to better understand how to assess the numbers in a deal to determine if it is good or bad?

When people don't pay their assessments or fines, a lien is filed on the property for the amount due plus costs - and the lien can include accruing interest and penalties.

Depending on the area, below grade space is assessed slightly lower than above grade. 

I currently lack the ability to assess the potential of properties well and would hope learn from said partner.
