I find that it's rare to find anything listed that even conforms to the 1% rule, so even something in a promising location is probably over-priced in relation to what it can rent the expenses you'll incur for so you need to get creative with your offers.

We replaced the roof 2 years ago with a white TPO material, which promised to reduce heat(before it was gravel and tar) They installed 1 inch foam over the gravel and tar, and then installed the TPO on top.

They have nothing left to make further payments and even if they "promise" to pay once moved out it's highly unlikely you'll ever see a penny of owed rent again.It's probably far better to consider an Early Lease Termination clause in your lease.
