Just want to figure out if agency debt is based off of the agency or the lender specific spread.

Financing based on lender's equity in the property is much preferred. 

I've bought properties, gotten private lending and have built up contacts in my phone for a bunch of investment friendly contractors, from people I've met at those meetings.  

One property did at least provide reasons why they were selling the property (I had to ask, because the property's cash flow is insane based on their description). 

You just need to speak with relationship based local banks who will lend on apartment buildings, mixed use, local commercial deals, etc.

Based on what you are interested in, have you considered purchasing a primary residence that needs updating/renovating?
