Older mobiles do have PVC, or in some cases 3/8 copper lines.Anybody can solder but can you do it right next to an old tub/shower that lights on fire when you even get close with a flame?

Yes, you can find a lead on Craigslist or wherever but that's really where you will battle with the other new guys - in any "free" media.John was also right that most offers (from investors) that are too high are usually never going to see the light of day - in other words, those deals often fall thru when the wholesaler realizes that no cash buyer is interested at their price.  

I will suggest that you tread lightly with some of the "guru's" that are there...some are puff than fire. 

Disclaimer: I'm not a licensed electrician but have installed a few hundred switches, receptacles, and light fixtures.  

I'd appreciate it if anyone have has experience with Philadelphia rental properties and can shed some light onto property tax problem I am facing.

There is a light at the end of this tunnel, but I can't put a date on it yet.

Also, if you can't make up your mind on light fixtures or paint, or you order plumbing fixtures and are missing parts, then it's not your contractor's fault so you need to account for days in a fair way.  

Also most garages do not have standard outlets and lighting since it is not considered living space.

(in light of the above) I am ready to listen and learn!
