There are munis and public utilities that impose some serious fees and repairs when title transfers.

If title actually transfers to you at least 90 days prior to signing the contract to sell it to an FHA buyer, yes.

Now I am filling out the TREC 20-12 agreement and not exactly sure how or where to write that out.For the survey, the only 2 options are Buyer pays or Seller pays...No option to split.Same thing goes for title insurance.Can someone please help clarify?

We were supposed to move in on September 5th but I just got a call today from the agent (landlords representative) saying we might not be able to move in at all.The current tenants are in the process of closing on a house, but there is some possible title trouble and if the sale does not go through, I was informed the current tenants will be staying in the apartment.Is the landlord/homeowner required to rent to me?

Some of the areas that leap to mind, are real estate agent, handyman, property management companies, appraisers, title companies, or even working for a real estate investor. 

Please let me if you have worked with any title company/atty thatyou think are good at it.
