Cleveland can be great as are many of the other cities you mentioned in your comment - Cleveland as a city and Cuyahoga as a county has dozens of tax districts and localized rules to be aware of.

You will need to get it zoned but some of the areas are in historical districts for the metro area at least so just be aware of that.

A lot of the houses are dumpy looking and the business district is in a flood zone so I think those are two things that has been somewhat holding it back thus far from getting to that next level, but I believe it will eventually get there if Pittsburgh continues to develop as a whole.

The water for the building is not metered separately, so I will be responsible for that bill, and the water district confirmed its going to be a pretty substantial amount (considering how low rent is).

There's a pocket of really cool homes in the historic district that you can get tax breaks on if you fix them up (intricate process) and there's a good opportunity to BRRRR in the area when that's not the case in much of Durham due to home prices but renters are there - you just have to know what the renters want :)It's also a cool little area nonetheless with great people and awesome food.

A big factor for me was staying in a great school district, so that was a limitation.
