I'm far from an economic expert, but it seems like simple supply/demand. 

Maybe in six months we have some horrible disaster that throws us deep into economic chaos.

One is that everything is tied to the "economic goals of the community".

That vehicle is a version of "first impression", and there is no rationalization of economic priorities that would change my way of thinking. 

In my opinion, this will give you the most economical operation overall.

Another vote for the midwest, I will chime in for the Indianapolis Market - huge economic diversity, low unemployment, low cost of living, low property taxes, landlord friendly, big investor community.
