However, I'm having zero luck with my commercial fitting the above description.

Same exact description as the "2-4 apartment stone mason" you mentioned.The previous owner got rejected for a use permit, so he used the building  illegally as a duplex.  

Price is probably high based on rate and occupancy in my opinion, but not horrible from your description.   

However, the description is a bit vague so I will have to get creative to find more info on it.

Because you are changing the legal description of the property you will not be able to file the papers without their consent.
