You should absolutely, positively have a reputable title/escrow firm (preferably local, but not necessarily), do a title search, however, you can do that after you have submitted your offer, and the seller has accepted, as in the contract, it will stipulate that your purchase will be contingent on the seller delivering clean title.

If however the tenent can be gotten rid of by the existing owner I would ask if it is possible to be delivered an empty building, go in, and do your repairs, and then find your own tennent, and rent to them on your own terms.

had to submit 4 other counter-offers (all were 30 day, cash only, as-is deals) before winning the final bid (and offering that I would fully cleanout the property.. it just had to be delivered empty). 

@Mohan P.A property should be delivered to you in the same state it was when it went under contract, so you should not close until the seller repairs the damage.

It's always good to deliver what is promised.

I obviously want the property delivered vacant, but if the Seller is eager to get out, could this be an opportunity to take on his problem and get a great property at a discount?  

The local appliance store will deliver the same day I buy it.
