I'm from a commercial background, so cap rates are my go-to, but I'm not sure if that is as much of a factor in smaller two to four unit multi family. 

Terms of the deal not just price are what can make a bad deal look great:That is roughly 5.2% cap rate (pretty low).

I can buy recently built homes (min cap ex), in affluent areas (80k+ median income), with highly rated schools (key ingredient for appreciation), in the path of progress (directly between Austin and San Antonio along I35), and cash flow positive from day 1 due to a favorable price-to-rent ratio. 

One of the lessons I learned on this house was to make sure your shower/bath drains are capped before they demo them.

There might be a panel hidden in one of the apartment closets that gives you access to the main pipe that is capped that drains the shower and the sinks.

I found a few properties with a 10% cap rate and would want to take advantage but I don't know how/where to start.

Purchase price is $290k Once rents are raised to $750 the value would be $310k using the Cap/NOI or what ever formula I found. 

What is the 8.83 cap based on?

I would complete the 'messy' things such as drywall and paint before bringing in the final things such as flooring and lighting features.
