Zoning and permits first.Plans to get the permit have to be worked on with the contractor to get the details worked out before anything is done.NO you dont go to home depot to get supplies.

However, I was told by an investor that in Florida, the law prohibits refinancing a property by its market value within the first two years of owning the property, and what the law permits, within those two years, is refinancing only by the purchase and rehab costs that can be proven.

Disputes are handled through arbitration (read some past cases to see how biased the arbitrators are - who also have who knows what qualifications and you permitted to record the session.) and not the court.
