See if they are open to you marketing the property on social media like facebook groups and have a link that routes them to the PMs applicationg as I have the most luck with those but because of the volume some property managers have they do not do it as they would then need to do it for all their properties.

Outside of that, you can sue in small claims court for virtually nothing, and I would also consider that route.
