Once you come up with a property, prepare a proposal showing all the breakdown (purchase price, construction, holding costs) and possible profit.

The proposed NEW tax plan, as I understand it, changes the residency requirement to live in the property for 5 of the last 8 years.

Don't formally convert to a duplex but see if there is in-law unit or accessory dwelling unit legislation that is often less stringent.

And in the 1930s during the Great Depression, there were little environmental concerns or legislation. 

I didn't realize that was proposed but I see it now will probably be signed into law.
