I haven't done a deep analysis on Cleveland, Montgomery or Buffalo, but I would think they likely qualify at least for the type of long term, cash flow investing we aim to do.

I have a guy that buys single family homes at $150,000 no rehab puts 20-% down and rents it the next day long way to invest but he has been doing it on the upswing and now just refinance the older ones to buy the next ones.

Those same restrictions can have positive long term investment trends by creating a higher barrier to entry for new investors, and theoretically greater return or demand for those that are operating.
