The seller is a real estate agent and states they are selling to raise funds for their daughter's college education.They purchased the property from the original owner in 2012, but would not disclose what the purchase price was.  

Start attending local REIA meetings and tell people what you want to do.

Hi BP community:I have access to a deal that seems so-so to me, but I have purchased very little rental property so I'm putting it out to you.The property is a condo, 960 SF, 2 beds, 2 baths, located in a smallish college town about 45 minutes from Portland, OR.

Don't make the mistake of thinking you can read a book, listen to a podcast or attend a weekend seminar and become an investor. 

I am interested in both and I will also be attending the meet up on the 25th.
