Found owners name in county records what would be my next step as fast as getting a phone number and what would be my approach?

I Like the use of 10% for cap ex as a very conservative approach,  10% for cap ex is 5K/ year. 

I have used this approach with my roommates and it seems to ease the response to "no" and I don't look cheap or a jerk.

I dont know how to approach this problem.

Great advise,, I do plan on managing the property myself but I do plan on taking a very professional approach so I don't end up with dead end renters.

In addition, it is suspicious and unusual that the seller brought in his own inspector during escrow for a condo unit. 

What is the proper approach or etiquette for talking to agents about networking with them to find fix and flips?

I brought up the idea of possibly giving more rent in advance because of her all of her issues as a way to see if she was genuine as to really wanting the place because she clearly does not meet my criteria.
