Yes, when they offer to make improvements it indicates they're trying to appeal to your emotions and that they may be submitting a lot of maintenance requests once they move in.It's also a red flag when they offer to pay several months or the entire year up front.

Now title company says they want to wait 90 days for any appeals.. that comes and goes.. and finally we close without a deed ever being signed by the seller.then we have to go into eviction mode.. so these cases if they are not cooperative can take a lot of time effort and money..
