They haven't been a maintenance issue other than the glass shades once getting broken which I was able to replace with used shades from a used construction material store like Habitat for Humanity.

If you cash out refinance you incur (more or less) all the lending fees associated with a financed property purchase (even though you are just refinancing the property you already own), and then you incur significant fees when you sell the property (closing costs, commissions, etc).

Your biggest problem is the same one all of us have down there right now - too much supply, too little demand.

As the others have mentioned, make sure you add up all the costs, realistically, including developing the land, see what your ARV would be after it's finished, and what your rent would be.
