Matt, a best guess would be 15-30% primarily due to labor supply and ever increasing regulations.  

I'm not sure who regulated MH's in Texas but that's probably the best place to start before spending $$$ on an attorney.

The problems are 1) selling price for new construction are low 2) lots of supply of land to compete against you.I love land entitlement deals, but only in areas where land is scarce, rental vacancy are high, and SFR goes for at least $400k.

You would have to check local zoning laws for security and privacy, California is known for some out there regulations – like scent free areas…Good luck!

You can create very cool living spaces in finished basements BUT don't put bedrooms down there or you get into all kinds of restriction & regulations (by state of course so YMMV).
