You should absolutely, positively have a reputable title/escrow firm (preferably local, but not necessarily), do a title search, however, you can do that after you have submitted your offer, and the seller has accepted, as in the contract, it will stipulate that your purchase will be contingent on the seller delivering clean title.

If however the tenent can be gotten rid of by the existing owner I would ask if it is possible to be delivered an empty building, go in, and do your repairs, and then find your own tennent, and rent to them on your own terms.

@Mohan P.A property should be delivered to you in the same state it was when it went under contract, so you should not close until the seller repairs the damage.
