IE you do the work and IF You succeed I will pay you a bird dog fee.. this is a full blown employment position with salary and full benefits and salary is 6 figures.. of course to land the position someone is going to have to have some experience.. but I figure a good agent or broker who is looking for a nice paycheck would apply.. training would be specialized to what I want to accomplish and off we go..

It sounds like a great deal IF...IF the comps are correctIF the rehab numbers are correctIF the property isn't condemnedIF there are not title problemsIF it's a legal duplexIF a triple murder didn't occur recently in the houseIF the city isn't seizing the house as a drughouseIF the largest employer in town isn't getting ready to close their doorsIF the house isn't located next to the city dumpIF the house isn't in the middle of ganglandIf there aren't a million other distressed houses in the area for half the priceI would not buy a property sight unseen.

Realize, talking to some clerk at a PHA, you may well be speaking to a tenant in that PHA, employment preferences, so they may be speaking out of the PHA but they don't speak for the PHA, the only thing that counts are written replies by proper authority, usually the executive director or department head as authorized by the board of commissioners. :)
