The two Prop Mgmt companies I've talked to have said they're very familiar with the area, and I see the listings on their website, and they've both given me quotes of 8-10K, and 10-15K for the costs to rebuild/rehab. 2. 

Have you had direct experience using an awesome EXTERIOR paint simulator website/or app (FREE ONE)?

I commented in another website about asking a couple of friends of mine that through the day are working in neighborhoods to let me know if they see any vacant or distressed properties.

As @Jared Viernes was alluding to above, it sounds like you are referring to the assessors value?

Do they have good references?

I don’t know their background, references, or rental history.

I understand mostly on auction website Investors bid on property with cash.
