The utilities are minimal, I would only need to pay them during a vacancy, and during vacancies there won't be much use of utilities.

The impact fees for things like this in Texas are pretty minimal, unless you're hooking up an entire Mobile Home Park up to city services from septic and well, in which case I have heard 20-50K for a large master meter.

I see it more as a working GC, he is able to do the highly skilled work and punch outs when we need and then oversee and teach my less skilled guys who will hopefully pick up some skill.Question 3I currently am able to find all of my deals with minimal advertising using only realtors, sheriff sales, Facebook, and word of mouth.

I would suggest that you interview several Realtors and ask them the following questions, to ascertain if they are truly Investor Friendly, or if they are throwing you a sales pitch.
