I wrote about this awhile back on another thread, but in my prior apartment complex when the manager that moved me in was there (he got promoted about 6 months of me living there); he used to have an incentive that if you paid your rent early, you'd be entered into a drawing to win $25. 

One step up from the cheapest carpet at Home Depot is great, it's cheap - can usually get a promotion on install as well.  

If I were in a position to be making money off the membership, through connections, I'd see it as dues to a professional organization that promotes my industry and thereby by my business. if you're a Realtor you support the Board of Realtors.

I honestly though I would split meters make them pay water and then offer free washing in the back just to entice people.

Considering you are able to close with cash this will be very enticing for motivated sellers.

They are frauds promoting fraud.

There is no benefit to a landlord and, as I said, a bribe to entice dumb greedy landlords.
