I believe the social and economic factors that pulled the neighborhood down can be reversed slowly over the next decade, and that the location, layout, and style of the neighborhood are truly worthy of a restoration and reinvention.

I'd say if you're holding long term then this might be a deal because of the economic development!

So, I'm starting to look for similar properties in other states that are doing better economically.

Oklahoma City is a competitive market in that price point, with Tinker Air-force Base, Boeing, Amazon, and other economic staples it has proven to be a great hedge against meltdown in the previous years.
