Their target buyers are flippers and investors. 

A lot of the new construction you are seeing is from the buyer spree in 2021 & 2022 where people were having to pay 160-170k+ for standard row homes in Point Breeze and Grays offered a much cheaper alternative close by.

David,  I personally would not want to invest in a property where the buyer comes with the deal.

I am skeptical of some buyers and have seen it in the past that will try to talk to the owner directly.

I have a list of over 100 distressed properties now, but I don't want to start contacting homeowners until I have some cash buyers in the wings.

On lots where the owner has had tests done, I just included in the agent link in mls so everyone has them upfront.

I even had some wholesalers trying to contract it prior to me fixing it, but I realized that they were not real buyers so I did not agreed to their contract.

Also, you don’t mention the fact that landlords would “sell” to sham/shell buyers in order to dump tenants.
