I would say again however, that neither you nor your PM are licensed contractors and if this gentleman is a licensed contractor he IS by default the subject matter expert and his opinion IS valid whether you agree with it nor not - it is valid until you get another licensed contractor to disprove it... most 'home inspectors' are not licensed contractors and in fact most home inspection reports actually state right on them that the home inspector is not responsible for missed items.

There is a whole lot to the process.You need a civil engineer to do site plan, stormwater design etc, architect to design and Gas to bid on final plans and specs.

In some states under certain conditions it's illegal to do so, for examine, turning off tenant's gas or electric in the middle of winter in Minnesota, to my understanding, could get you in trouble.

Plus I was a victim of some b.s. collection agency reporting me for a $100 "ambulance bill" that I was never notified about until after the fact and it wasn't even a valid bill anyway.There's a lot of shadiness and inaccuracy that happens on people's credit reports.

That would be an effective way to validate most of the work a turnkey provider claimed to have performed and a good inspector would take pictures of everything.And yes I ask for pictures of every repair job performed.
