Here's what I'd say -- set the bar high from the get-go.

The toilet replacement is a 30 minute job (barring an issue) and it is coming in at $250. 

Also, the rising cost of insurance here is reflected in rising HOA costs AND in special assessments.Respectfully, the people from other states weighing in on FL condo fees and bills are a little off-base here.I stand by my statement that HOAs are supposed to anticipate and budget for future repairs (barring a large natural disaster), without special assessments, even in Florida.

You can also look into PayNearMe which allows for tenants to go to a 7/11 or Dollar store, scan a bar code, hand them the cash and the money goes direct into your account.
