Hi Johnathan, thought i would just chime in here since I do work in a market fairly similar to yours here in Southern California, where demand is high, prices are high and a good deal is hard to find. 

Thinking I should email HOA president and demand he needs to facilitate a meeting for all concerned parties to come to an agreement, and possibly contact legal counsel?

I didn't comply with all the demands but it drained me.

If the prices are reasonable, there is demand for the lots, and the problem is that you don't have a buyer's list, team up with an experienced wholesaler in your area.

The risk to the Lender is greater and as such a larger down payment is required and higher interest is demanded.
