However, what I THINK you're talking about is section of the new AB1482 law that essentially allows landlords to evict for just cause (when they might not otherwise be able to) if a tenant's lease terminates on or after January 1, 2020 and the tenant refuses to execute on a written extension or renewal of the lease with similar lease terms.

To capture value by purchasing and executing a value add deal you would most likely need to purchase with cash (your own or opm) and later refi into a 30 year fixed but it’s extremely difficult to successfully create 30% equity on a value add deal, without which there is no equity to secure a Heloc.

If you buy this way you can make some passive’ish income by renting spare rooms etc2) Less traditional - seller financing, partnering on a deal, house hacking a multifamily property - all of these are options3) Wholesale - good if you have time but not capital and you can use this to build capital4) Flipping - get good at finding and analyzing deals and you should be able to use this strategy to generate the capital that you will need to ultimately buy and hold.There are a multitude of options so I would suggest narrowing your focus to a strategy that works for you and then execute against that.
