There is a ratio of allowed non-performing loans( can't recall it) but if you start exceeding it regulators start to question your underwriting.

If you try to convince them that it's not a law, they will think you're lying.Even if it's not legally necessary to have, I'd add the wardrobe or armoire and, if questioned, then you tell the buyer that it "complies with the regulations" and move on.
