I would figure out what criteria you are interested in owning real estate at, in that type of neighborhood. 

Not interested in Tampa or any other surrounding neighborhoods, would want it near the attractions. 

Worst house in a great neighborhood with a 30% down payment or $108k.

B/B- neighborhood.

(Side note, I had the option of buying a duplex in what was a so-so neighborhood in Philly back in 2009.

Tenant quality is probably going to depend on neighborhood. for example, if you live on a street full of duplexes, the population density is going to be higher and higher quality tenants will shy away from that.

I hope to get with a developer or investor that may want to build a neighborhood or apartment complex.

Depending on the neighborhood there seems to be a fair amount of these properties "hiding" in the single-family listings.
