I also  noticed  my tenants  have cooking ware , such as rice cooker, induction heat top in their room.  

The problem tenant's lease expired a few years ago and she's now in the month-to-month phase.

During the phase where I Will be preparing the permits for the construction there could be a low rental income from renting some garage spaces where the land is (but really very low).The latter solution will not generate income before at least 2 years and require a higher investment amount for the down payment and the construction loan. 

What if I don't like what I see once we're in the inspections phase?

That remains a benefit to them as they likley get a portion of all their agent's commissions earned.Forming these relationships allows me to gain access to properties while still in the pre-marketing phase.

This is the only home I purchased that was pre-1978 as I did not want to deal with lead or asbestos issues, and had it not tested lead free during the inspection phase, I would not have closed on it.
