I was an apartment manager, so from my perspective, if I was to manage this building for you, and you gave me the choices above, I'd say, empty that building and do the renovations, and then let me find great tenants of my choosing, to be moved into freshly renovated apartments, who will be happy to pay the higher rent.Why? 

You'll notice the cat that the rich lady moved in, or that the middle income techies fresh out of college haven't cleaned their shower in months and its starting to stain the tile, or that your low income folks have an extra family member or two staying over that aren't on the lease.

Washing my hands clean of this whole situation is what I  really want to do and star out fresh with a new tenant.

I received an application from a prospective tenant and they are currently in foreclosure and are looking to start over fresh. 

Applicant has a fresh arrest that has not yet gone to trial.

Off white eggshell finish is a good bet for renters. they can scrub kiddie crayon off and have a nice fresh look that does not blind you by the reflection in light. also tends to have a tad more pigment to get it done in one coat easy. 

Open the unit and air it out ahead of time to make sure it smells fresh and clean.
