@Erik B.I see that you're in CA which has some serious water issues already so figuring out why the water bill is so high is super important.

Just like the broader market, you are not going to get through with a super low offer, and in my experience with bank owned properties, they will either accept or decline your offer.  

Get super host status and add properties.  

Florida panhandle can be the same way, super slow in January and February but explodes when spring rolls around (not saying it has the same returns, but similar in seasonality).
