Of course it won't work.It's another example of the government rewarding bad behavior.Will those that paid off their mortgage get a handout - nope.Will those that have equity in their home get a handout - nope.Will those that bought into the frenzy, buying more than they could afford with liar loans get a handout - you bet.Will those that used their home as an ATM, constantly refinancing and pulling every nickle of equity out of it year after year get a handout - you bet.This administration's policy's make me sick.

Another reason a lender would not use assessed value is because homeowners are constantly disputing their tax assessed value on their homes which does not reflect a reasonable evaluation of real estate.

Co. saying, your being a co-insured protects personal property jointly with the tenant, but not for any risk exposure that you should properly insure against with a landlord's policy or liability policy.

The stud is a vertical 2X4, maybe a 2X6 board inside the wall, you should cut one like it and place it in so that it acts as one piece running vertically and then use some lumber to scab on to the sides of the joints, placing a new piece on the side of the stud where the joints are.After that, you might use 2X4s perpendicular to the floor between the stud repaired and the corner stud.
